For the love of god let us sleep or wait any time

Just make it so if you're not "actually" sleeping, no time "actually" passes for dispatches. That's the ONLY reason you can't sleep whenever- dispatches. So just make the time not actually skip for them unless you're "actually tired".

I'm so tired of getting to a location a bounty is and having to literally stand there because I am not allowed to wait. I am so tired of it becoming night time and I'm forced to play in the dark because I am not allowed to wait.

Till its in the game, there is a mod for it.

Made unlocing the training dummy really annoying because you get like 2-3 missions before you can upgrade camp which are literally just waiting.
And it does not tell you how long you need to wait between rests or tell you if you can again. You justhave to sort of guess

They gate this because if you could just sleep anytime you want, you would be able to abuse the endgame dispatch quests to power level materials and abyss gear.

You are gated for a very good reason, if you want to break the game and abuse the sleep system to fast forward the game there are mods, but the devs wont ever change that most likely because it destroys so many aspects of the pacing of other things in the game that are more important.

Exactly, timers in a single player game make no sense same for the dragon I should be able to use it whenever I want.
