Why can‘t I build a wagon?

I got the ability to craft a wagon for my camp like 20 hours ago but none of my comrads (I have 9 currently) has the engineering skill. Except for one comrad who gets it at level 3 but I haven‘t found a way to level them up. What am I missing?

The quest rebuild projects (bridges, windmills, statues etc) give the most xp to fast level chars. If you're cheeky, run over to Deleysia and unlock the statue of Marni quest (just SW of the city) - 2k xp, easy to do in chapter 3, power levels them.

search for others, you will find them.

You need an engineer. You must expand the camp first (it’s a job for comrades), then do a few “comrades retrieval” side quests and you’ll get 2 of them.

You need to upgrade your camp which upgrades the Graymane's ability. You also get more Graymanes with more abilities.

Camp expansion tied to chapter 5 and searching them out from quests given by the the man with a limp, Otto is the first you unlock I think.

Spent way to much time in chapter 3 thinking the stupid donations helped expand the camp. They don't, locked behind MQ progression, which is annoying.

You have quests to go find more followers. Do them, you will get more followers. It isn't just one or two followers at a time. Sometimes it is like 5 or 6 of them. Go do those quests. If you don't have those quests, get to the next chapter of the main story and you will be sent to find more in camp.

Progress other greymanes quests and eventually you will find characters that have engineering in the first slot of their skills. Also, some of these quests from manes will only open after certain chapters you unlocked as well (besides having to expand camp, etc).

This seems to be bugged. I'm in Chapter 11 and have done every Greyemane faction quest available except the stupid wagon one and I can't do anything to level up Otto's lvl 3 engineering.

What I found was when I put otto in it still said no but then adding the rest of the "commrades" the red text went away.

Are you sure that you did EVERY Greymane quest? I was thinking the same until I checked my questlog.
I had one quest where I had to send my comrades on a simple logging and mining mission.
After that I could upgrade my camp a second time and finally could build my wagon.
