FPS plummets when I stop moving or applying an input

I'm playing on pc. I get around 90fps normally, but when I stop moving around or doing something with my controller (Like moving the cursor around) my fps will quickly drop into the 20s. I tested this by just sitting it the settings menu watching the fps, and as soon as I wasn't doing anything at all it would drop, then quickly rise again when I move through the menu.

r7 3700x CPU
3090 oc GPU
32gb Ram
970 Evo SSD

Same here, using controller has an "update" function added last patch that causes memory leak. Using mouse and keyboard does not have this problem, for me anyways.
