After disabling uPnP on the router and IPv6 on each network adapter in Windows, I was able to host a server on another computer and connect to it on the same LAN, both running Windows 10. Also be aware during the test I disabled anti-virus protection, it might be required.
I will continue to test this out more and will publish a guide on this once I am 100% certain this resolves the issue on more computers.

Look at Revolt! Revolt was an RC racing game that was left out to die until it's undying dedicated fans took it among themselves to, quite litteraly, update the game to not only work on newer machines, but to update it's network protocols to play on the internet?
There might be a mod group willing to tackle this and make multiplayer easier to attempt without a guide and establish a new 'match maker' system to replace the one Disney shut-Down YEARS ago.
