Did you try and verify your local files ?

Edit: Is this possibly the reason people aren't able to windowed? Did the 1.08 push properly to Steam?
So I have checked the surrent build ID to steams servers and I have build 867111 which correspons to software version 1.0.3 which is the latest build from steam.
Sorry that this topic kinda slipped through my attention, will double check with our producer today and see what he says.

So a few things so we can get this sorted out ^_^
QA came up with a long email that explains all of it.
1.08 linux/mac version is the same as the windows 1.03 version. However as it is different builds and we needed to do more linux/mac builds to sort it out and make it work 100% so therefor the version is different.
Now to run in window mode try the following.
To activate the 16bit mode / window mode do following:
1.) First you have to set the Colors to "16 bit" otherwise the game will NOT start in window mode.
a.) Normally you can do this in the graphic-card driver or via Windows Setting (see attachment)
b.) If this is not working you can change it directly via the game exe. see second attached screenshot.
2.) Now you can Change it to Window mode:
a.) So right click on the game entry in Steam; choose "Properties" click on "Set Launch Options...
b.) Now write in the text field the text "/window" without the " " symbols.
c.) click on OK
3.) When you press "Play" in Steam, the game should start the Windowed Mode now.
-> If you get any error message that the game can't start in Windowed Mode, then the color mode is not set correct and still 32bit!
It is NOT recommended at all to go into Windowed mode due to the resolutions that we have today compared to what it was when this was created.
Hope this helps and clears up a few things.
