Local hosting without internet access

The topic was taken up a couple of times in the past and the answer were "It is probably unlikely that this feature will be added to the current version in the near future however."

So I'm pretty much just wondering if there's any update to the question. Is it possible to get an offline version of the game which you can play without any internet connection whatsoever?
