i do it at work all the time when its quiet. but i have not worked out how to have sound though.
In chromecase, get the addon, and use the "stream screen" option i think it is, rather than just the browser.

** just realised i didn't read the full question.
You need to open up chrome (or your browser that you have the plugin for) then go to stream, but find the option to stream the screen (it may be slightly hidden).
Then once you have the screen streaming, minimise the browser, and launch jackbox.
If you work out how to get the sound going, let us know.

Open Chrome on your PC.
Under options menu (three dots beneath the close button on Windows) click "Cast..."
Click the little arrow in the cast popup.
Select "Cast Desktop".
Now select your Chromecast (I assume that your chromecast has already been set up).
At the bottom of the pop-up make sure "Share audio" is checked.
Click Share.
Now whatever is on your PC is shown on the TV. You can minimize the Chrome Browser.
Open Steam, run Jackbox, see the game on your TV (and on your PC screen).
Adjust the TV's audio volume to hear the sound, you can turn down your PC audio as it seems to be a separate audio path.
