It seems like, during download, the download cache potentially became corrupt.
Could you try the 'Clear Cache' button? Steam -> Settings -> Downloads -> Clear Cache, then trying again.
Also, could you give me more details please, which version of the game are you trying to launch - Windows, Linux, macOS? Can you give me your system specs, Windows version, etc.

An old PC (bought in 2014), but the game specs are even lower.
Thanks. The problem doesn't seem to be related to the game, seems like there was a problem downloading it.
Did you try this as suggested:
Could you try the 'Clear Cache' button? Steam -> Settings -> Downloads -> Clear Cache, then trying again.
Then try downloading again? As step 2, if the game did download, please verify file integrity: right click on the game in your library -> properties -> installed files -> verify file integrity.
Further, make sure you have enough free space. 250-300 MB should do.
I'm sorry the game didn’t download properly. Based on your description, this doesn’t appear to be an issue with the game itself, since the game’s code doesn’t affect the download process.
It’s likely related to a Steam issue - corrupted files, a stuck download, or connection problems.

Steam doesn't support Windows 7 anymore, which might lead to such errors. You can read more about this here:

While the game itself runs on updated version of Windows 7 (so long as there's support for DirectX 11 or OpenGL 3.3 compatible), Steam itself might not work properly, resulting in such errors.
Clearing the cache as I suggested can sometimes help, but you say it didn't in your case.
For full Steam support, you will need to upgrade your system to Windows 10. Assuming that's not practicable, feel free to go ahead and ask Steam for a refund. I'm sorry it didn't work out.
