I had but they simply don't work
You can have subfolders in your Downloads folder, which really helps to keep all the mods organized, but everything needs to be in the Downloads folder unless it has different installation instructions. Some mods will need to be placed in different locations, or even in the program files for the game if they replace default functions or assets. I downloaded a better neighbourhood camera, and that had to be installed in the Cameras folder. So just check the installation instructions.
I'm pretty sure you know a lot of this already! I included it for others reading the thread, but your issue could simply be some mods being too old. They might not have been updated for the all the EPs or Mansions and Gardens. It can also be a mod conflict. You can try checking them one by one or give this utility:
