The Sims™ 2 Legacy Collection

Sims 2 Packs
I"m really confused about how and where to install sims2pack files. I've done lots of research looking for an answer and there's so much misleading information out there that I've come here hoping to find an answer.

Some say put the files in the downloads folder. Did that but house cc isn't showing up in game.
Some say open the pack with Clean installer. Tried that but didn't work. I'm obviously missing something.
But in regards to Clean Installer, which is custom content, how did Maxis originally intend for the user to install house cc? Is sims2pack files a Maxis made file or user created file? If Maxis is the creator of sims2pack files where did they intend you to install them without the use of Clean Installer? And isn't clean installer just an app to remove unwanted CC files from the sims2pack file? How do you install a sims2pack without Clean Installer?

I've also tried installing a sims2 pack file with Clean Installer but the house doesn't show up in game. Not sure what I"m missing?

Also some say to just double click on the sims2 pack file, which when I do, a pop up windows asks what program I want to open the file with and I have no idea what that would be.

So here's a funny thing. I installed a sims2pack using Clean Install and it said installed. But I looked in the teleport folder, the downloads folder and in game and the house and wallpaper was not there. So I started looking in various places to see where Clean Installer installed the sims2pack file.

Clean Install created another Sims 2 folder in my documents and installed the teleport and downloaded cc into the new folders. So now I have a Sims 2 Legacy folder and a Sims 2 folder in my documents. I moved the files from the newly created sims 2 folder and put them in the sims 2 legacy folder and then everything showed up in game.

Directing the Clean Install to use the sims 2 legacy folder is above my pay grade. So I guess I'll just continue to move the files from folder to folder until and if Clean Install is ever upgraded to work with Sims 2 Legacy.

I also have some sims2packs that aren't houses but other cc like walls and stuff, but Clean Install isn't reading those. So what's up with that? What does open those sims2pack files?

For some reason Clean Installer doesn't want to read the sims2pack files again. What am I doing wrong???
