FIXED Doesn't Start Windows 11
I'm not sure all steps are necessary but it started right up for me afterwards.

1. Turn off "Read Only" on "The Sims 2 Legacy Collection" folders and subfolders
2. Locate the .exe file in "The Sims 2 Legacy Collection/EP9/TSBin"
3. Under compatibility select "Run this program in compatibility mode for: Windows 8"
4. Check "Disable fullscreen optimizations"
5. Check "Run this program as administrator"
