All you have to do is, Shift+Ctrl+C to open cheat tab and type boolProp testingcheatsenabled true then Shift+Click on the object you want to delete and click 'Force Error' bubble and delete it!
Hope it helps deleting the annoying stairs bug for a while until EA fix those bugs hopefully! <3
With those stairs, you have to delete EACH AND EVERY step before being able to place those stairs back down. To make that matter worse, I have been seeing this issue pop back up on reloading back into the game, so this appears to be a very temporary fix.
This is about up there with the issue with the Sims disappearing from a household on load issue or the one regarding food tokens causing a sim to be unable to cook or eat. The amount of bugs in this release is frustratingly stupid and I really can't believe that the game is in a state worse than what you'd get from CD releases or the Ultimate Edition.
The stairs thing is getting so bad because I have sims pathing in weird ways or becoming unable to access parts of their home until I laboriously go through the process of deleting every single step of a stair just to place it down again.
I don't think I can keep playing this game in particular anymore just because it's such an exhausting issue to deal with ON TOP OF the continued crash to desktop issues which makes this all the more worse.
Start the game, tell it yes to Custom Content (CC) then load and close. Re-open and the tool should be in "buy mode>misc>misc" its a yellow crate nuke.
Put that below, or on top of the stair and all around and it will fix and delete any stuck, broken or invisible bs. JUST got done fixing up my house using this method because it was beyond broken.
so with this mod and the cheat "moveObjects on" i was able to get it all solved and happily playing the game again.
the mod is here(objectremover), and the cheat "moveObjects on" (you have to do "boolProp testingcheatsenabled true" first)

be sure to turn off the moveobjects when you are done fixing because that allows you to put anything anywhere , including out of bounds and clipped into other objects where they are not supposed to be. You can use it to force normal stairs to where you want however lol
it is super annoying, that's why i took the steps that i did. I at least saved my current save
