alright from my understanding for .package files you gotta make a folder in your Sims 2 Legacy folder which should be in your documents under EA GAMES named "Downloads", and place all your package files in there. For .Sims2Packs you'll need to install a program named Sims2Pack Clean Installer. Hope this helps.

I tried this already, and it didn't work. It seems like they're going to have to rework the downloads to be compatible.

I got Sims2Pack Clean Installer to work!
When I first tried it automatically sends the files to a different downloads folder than the one with mods, but I just moved the files manually to the right downloads folder and that worked :)

I am also trying to figure out how to create a mods folder in my Sims 2 Legacy folder. My game is not found under Documents/EA, my game is found in my Steam folder and when I open it, it shows the Base game folder as well as EP(all numbers that are in there ie:1,2, etc) and SP(all numbers that are in there). So would my mod folder go in the base folder or the last expansion pack folder?
Go to Documents/EAgames/TheSims2Legacy/ add a new file called Downloads with the capitol D and s on the end. Put your mods and hair, clothing ect. in here you can make sub folders for each. All Sims 2 objects, clothing and hair files I have downloaded still work. If want recolors you will have to get CEP file at Mod the Sims 2 and choose the one that installs it's self to save yourself the hassle. I used it and it installed and worked fine. Also get the Sims 2 clean installer at Mod the Sims. I'm having a great time in this game.
BTW when you use the clean installer it places the package files in the Downloads folder in Documents/EAgames/Downloads you have to move them from there to your in game Sims2lagacy/Downloads folder.
