The Sims Pets Stories[sims.fandom.com], not to be confused with The Sims 2: Pets expansion pack[sims.fandom.com], and The Sims Castaway Stories[sims.fandom.com] for PC are standalone games that featured campaigns with unique content. Being standalone, they don't require Sims 2 nor does it run on that game. They're effectively different games.
The Sims 2: Castaway[sims.fandom.com] refers to another different game that is console-exclusive.
But the bigger issue is that Maxis is a Ship of Theseus at this point, to where those 'same people' mentioned by the prior poster who actually knew how TS1/TS2 and the Stories games were developed are nearly if not all long gone from Maxis/EA.
