Does anyone have a guide on how to add Subhood's to the game?

I'm looking for a guide on how to add a custom neighborhood as a downtown area. If anyone has a way or know's what folder they go in, please let me know! Thanks!

so far I've only figured how to add vacation spots and universities, go to your steam folder where you downloaded the game, click on The sims 2 legacy collection folder then:
1-for University click on the folder EP1-Res-NeighborhoodTemplate and unzip your custom subhood
3- for custom vacation spots it's located in EP6-Res_neighborhoodTemplate same as bullet 1
