Try flirting and hugging. Sometimes you have to warm into it.

Two adults, also in other families the couples can't woohoo. They can't do anything further than kissing. No options to woohoo in bed, shower anything. Relationship 100/100, 2 bolts chemistry. I think I somehow miss some files in my game.

Yeah like Luna said, both adults need to be in the same bed doing relax first, and after that the options then appear.
