Steam cloud is not a really a good idea on sims games.. it can be corrupted

Those who don't want to use it can simply disable it (as you already can do with any game that has Steam Cloud support - you just turn it off in the Steam client). Being an option wound't harm.

True, as options are good, I personally would not use it and save local and make backups.
