Even if you only bought the Legacy pack, once you open the game and have it crash once, you should now have a Saved Games > Sims 25th folder for the file copy workaround. (Any other crashes might still happen.)

For the neighborhood being empty and crashing when you want to create a sim :
1. Go to the directory where you have installed The Sims
2. Copy the folders :
UserData
UserData2
UserData3
UserData4
UserData5
UserData6
Userdata7
UserData8
3. Open the file search and go to C: > Users > select your name > saved games > Electronic Arts > The Sims 25
4. Paste the folders in The Sims 25

Thank you so much, I have not seen this anywhere and it took 30 seconds to fix. Wish I knew about this a week ago.

the folder of sims 25 isn't there so stop making stuff up
I have to agree with Kalto here. i "cut/copy" the user datas. followed the same path stated on a lot of these forums post, Sims25 is not there. Then I realized something...I shouldn't have to do this for a game I am purchasing. If EA is going to release it in a broken state I'm not going to pay for it. Product Refunded.

When I follow the route my sims 25 file folder is empty. I don't have any that say users or anything similar to what they say in the publication. Did you find any other solution?
