When the sound happens it's the raccoon or nothing at all.
What I do is save my game whenever a burglar spawns and put it in 1x play mode and wait for him to be done or the cops to take him away. I then spam the options button until you hear the click to signify that it opened. I then click the (non visible) save button and you'll know you did it correctly if an hour glass shows up a for sec. Quit and restart the game and all should be well except you have your ♥♥♥♥ taken.
I made a fix for it here (Disappearing Thief Fix folder):

Place the NPCController.iff file in the "GameData\Objects" folder to apply the fix. This was made from the Complete Collection physical version but should still work on the Legacy Collection.
Even after applying this fix, the bug still persists. I put the NPCController.iff in the gamedata/objects folder, and nothing. It works with the debug file, but it's irritating that the thief comes every day. Isn't there an option to make the debug file, which does work, come every x days? The thief mechanics were fun. Thanks.
If the debug version works then then regular one should as well. There's no difference between the 2 files other than how often the thief shows up.
The same music for the thief is used for the raccoon and skunk (and possibly others), so if you hear the music but don't see the pop-up window with the thief, something else triggered it. The thief normally has only a ~3% chance of showing up each night.
I'll be more attention to what you're saying and that 3%. I think in the last 6 or 7 hours of gameplay, the pop-up window tried to open with the music playing 3 or 4 times, but nothing happened. I thought they were all the thief bug. Events like The Bandito appeared normally.
Thanks for trying to fix a bug that the programmers themselves haven't been able to fix in 25 years.
