The only way to probably get them back is to reinstall the entire game. A clean install

And the game should hopefully recreate the folder with the needed files

Reinstalling the game doesn’t bring them back sadly I wish they had a feature in game to reset the neighbourhood

That's weird it should bring it all back. Are there and houses at all on your map?

It's not on you, this issue was introduced with the third patch. What you've done would have been perfectly valid had they not messed up the copying of files from game install folder to save file folder.

No one who bought the game after the third patch on Steam could get it to run properly without manually copying those files. Look through threads here a bit, look at Steam reviews. This is a known issue.
