Skins can't be in folders there HOWEVER you can add a Skins folder inside the ExpansionPack folders (from ExpansionPack2 onward, Livin' Large is organized differently). As an example, I keep my pet skins in \ExpansionPack5\Skins\

the whole pack makes no sense, part of it is as "buyable clothes" and the other parts are skins and npcs, their instructions make no sense for it, so i guess its more than skins, blegh
Their instructions are not amazing but here's how to make it work.

Put everything in the Buyables folder in \Steam\steamapps\common\The Sims Legacy Collection\ExpansionShared\SkinsBuy\, Everything in 'Furry Sims' in \Steam\steamapps\common\The Sims Legacy Collection\GameData\Skins\. Do not put them in subfolders!

For 'Furry NPCs' the IFF files need to go into \Steam\steamapps\common\The Sims Legacy Collection\Downloads\ (and can go in a folder). Everything else in that folder needs to go in \Steam\steamapps\common\The Sims Legacy Collection\GameData\Skins\.

Ignore the Unbuyables folder.

The 'Wardrobe by Vinylp_ants' goes in \Steam\steamapps\common\The Sims Legacy Collection\Downloads\.

They should have made these as a custom bodytype, really...

Ok I did exactly as you said and a clerk downtown turned into a furry, everyone else is still human and I bought the vinylp_ants wardrobe in game and no matter what I choose for clothes it's regular clothes and doesn't change the character to a furry. Any ideas? Thanks for helping by the way

**update**
Just discovered if I buy the wardrobe then try to go through the high fashion category the game crashes

That mod does not replace every skin in the game with furry skins. You would have to go into Create-a-sim and make your own furry sims.

It only replaces the downtown cashiers it looks like.
Sims 1 - wonder if alien & predator skins still around. funny as heck.
FreeSO has some giant roach head sims and various other weird sifi things that someone has ported over. You can find conversions here, among other things: https://drive.google.com/drive/folders/1uScL_XAqQa__WY29aQSorFcFOHx1Ve6o
