It fools people that don't know The Sims 4 is free. There's no other reason to package it.
The Sims 1 legacy collection is 20 dollars / euro's.
The Sims 2 legacy collection is 30 dollars / euro's.
That's 50 dollars / euro's for both.
This 25th birthday collection basically offers these two games and their expansions for 40 dollars / euro's. That's a discount. The Sims 4 is free and the two expansion packs included are basically just thrown in for free as well.
To summarise: This is a good way of getting both The Sims 1 and The Sims 2 and all their expansions at a 10 dollar / euro discount.
