That's peculiar. As far as I know Simitone doesn't have any online features (unlike FreeSO, a separate project, which was* entirely online).
*Also, literally just learned that FreeSO's servers for The Sims Online closed down back in December. Damn.
Damn. Well, here's hoping that The Sims 1 being available to buy legally now reignites interest in Simitone development (it is open source after all). 👀
I never had a chance to play it back when it was originally release but I'm guessing it's shut down for good?
Unless someone decides to open up a new public server, then probably. It is an open source project, so there's nothing really stopping anyone from running their own server for it if they have the necessary resources and knowhow.
I don't know, as I haven't been able to try it out myself yet. Usually with this kinds of projects you install the original game (The Sims 1) first, then run the installer for the updated engine (Simitone) and tell it where the original game is installed.

Also, they just took down their discord tech support for the reason that this mod is not update for 4 years, so newer bug won't get fix for the time being.
So I can say it's a bust, this mod is lost forever. Move on.
Thank you. I knew about FreeSO and played it quite a lot back when it launched, but had no idea about Simitone.
