So... what happens is that the stuttering only occurs when I move my mouse. So... Once I set a que of actions for my sims before they get up from bed, everything seems fine. it is paused at this point usually (I usually 3x sleep then pause when it's time to wake up, set the que, then unpause).
Everything seems fine in this moment... then... I move my mouse and there is a stutter.
I discovered that I can actually completely freeze the game. As in 100% stop time in the game and freeze it absolutely. All I have to do is just wiggle my mouse cursor in fast circles.
As long as I'm constantly moving/changing direction with the mouse the game stops. The cursor usually changes from the ingame cursor to my normal desktop resolution basic windows arrow when this happens (it normally flickers really fast in time with the stutter...but if i'm forcing infinite stutters through constant movement then the cursor stays in the windows style).
So the game literally stutters... if I play it.
