What does the final upgrade do?

I'm not sure what the bait upgrade is supposed to do? Does it increase the number of creatures you can encounter or does it increase the chance of encountering alternate forms or is it something else?

Based on my gameplay (I'm on the backside after catching all 111 fish) the bait is increasing the appearance rate of the level 2 fish (ones with orange dots).

Looks like at this level you have to actively click to attract the fish to the line.

Also, I'm getting stars when I catch fish now. Do you know what the stars do?

Thanks! I think the stars just show the rarity of the fish. Normal fish range from 1, 2, 3 and 5 stars. Higher stars also gives more points, but are less common.

Alternate forms all are 100 stars each. The stars themselves don't do anything though.
