Credit goes to "NegronioComeKonios" from Cars High Octane wikia, as he's the person responsible to fix this major issue that has been going on for years. It didn't got enough of attention from where he posted it however, so I figured I'd bring it here so more people would notice about this matter.

1. Go to Library and then head to Cars.
2. Click right and then to Properties.
3. Then you want to go on "Local Files", then "Browse Local Files".
4. And then go to the folder "Data", and from there you will find a file called: "Scenes.pak" which you replace the current file of that with the new one provided in the link, and the problem should be solved now.

If you did it correctly, the game will no longer crash while entering in Story Mode or Arcade. Now have fun enjoying the game of your childhood.

Additional Notes:
-This does NOT fix your issue regarding about the game not launching at all.

-It works fine on any versions that you use, let it be either physical or digital. Even if you don't own it officially.
