You still are the same commander you were before but like ten years later and the world has gone through some changes. Instead of working for the corparation of the first part, you now play as a bounty hunter in their mobile home. Not much to understand it's like a new beginning.
You can enjoy an understand GFL2's sotry without knowing anything about the first game, but you could enjoy it more if you do wwatch the story of GFL1 (qhich is dividided into events on Youtube).
I would say that technically you can, but a lot of things would fly over your head if you don't at least keep up with the terms.
Code Bakery is in the 20+ years or something after GFL2.
