Jefuty is unlikely, but people related to Jefuty may appear in the future GFL2 storyline. After all, according to the timeline, the story of Reverse Collapse takes place several years after the events of GFL2.

And it's mostly done this way for moneytarization reasons... the first game hauled a lot of cash in back in the day, but getting your new dolls was mostly free. In the second game the chance for the best tier is under 2%, which is rather low, and focus banners pity still doesn't gurantee you the doll you wanted, only an elite doll with a 50% chance of it being the banner person. Also on the standard banner you get this counter 80 pulls gurantee you an elite, but if you draw that elite after 70 pulls it resets the banner, so you're not getting two.

I feel like it's a missed opportunity to be more player friendly than competitors like the old game was.

Oh and obviously making 3d models and giving them a strategic kit is more complicated than making a JPEG picture and one action skill for chibis walking only forwards.
