Another thing you can do is not use google play as your account in GFL2 and instead sign up with your email for a Haoplay or Sunborn ID. You are given multiple options before launching the game for the first time.
We don't know why it's not ready and can only speculate. A speculation that makes a lot of sense is trying to get as many people as possible to make their initial purchases in the ingame shop not through Steam, as Valve keeps a percentage of everything they sell whereas if not buying through Steam or Googleplay the publisher keeps everything. But like I said there is no proof or source for this, there could be different reasons.
