Any Way to get the Third Mask?

In the scene where you can take the Steve mask, psycho mask, and the weird mongolion blood mask thing, is it possible to get the last one? I thought I collected enough cash to get the last mask, but I could only afford the Steve mask. What decisions have to be made to get money?
