BtPS is being told to the Vault Hunters after BL2 by Athena shortly after the story of TftB which is presumably being told to the Masked Man after that.

im still confused since jack is dead from the start of TftB which means that all of TftB is after BL2... i've never played tPS so maybe it'd help if i did that?

It probably would.

The pre sequel is similar to Tales from the Borlderlands in the fact that the story is being told by the main characters after the events of the game.

The pre sequel is set between borderlands 1 and 2 but the parts where Athena is talking to the other vault hunters and telling them the story is set during episode 4 of tales from the borderlads.
