Report a translation problem
The only problem for some people are shooting sections but they are pretty good for making some variety to gameplay from time to time. Worth to check it.
Some other old stuff on PC-98 PC-Engine and Sharp X68000 that once again you need to know Japanese to understand. You could maybe go with something like Deja Vu series, Uninvited or Shadowgate, although they're more puzzle oriented and not cyber-punky at all.
There are alot of bad doujin games that were released in the 80's an early 90's of this type of genre. You do have Rise of the Dragon which I think was released on PC and Sega CD. Space Adventure Cobra another Sega CD title. Although netiher of those are nearly as good as R.O.M. or Kojima's games.
Technobabylon is a fairly good cyberpunkish type of tale however. Although mechanically it's more traditional SCUMM style point an click affair.
You will know why once you see it despite difficulty with finding some objects it is brilliant game :D

This one is different, but Heroine's Quest: The Herald of Ragnarok is also good...but it has rpg elements like combats and classes, with each class having their own solutions for puzzles and some puzzles of their own for replay value, it is free and on Steam though, and an excellent example that good games can be free so you have nothing to lose getting it.
