The way I did it was to download and install nGlide (yes it is in the folder, just download it :P )
Delete all the glide dll files in the game folder Steam/steamapps/common/Independence War Deluxe (Don't close the folder yet!)
Open nGlide and changed the settings to the following:
Resolution 1920x1080
Aspect Ratio Fit to screen (default)
Refresh rate 60Hz (this is what my monitors run at, you might be able to leave it at default)
Vertical Synchronization On (default)
Gamma Correction 1.0 (Default)
3Dfx logo splash screen: On (Default)
When running it through Steam with these settings it WON'T WORK!, you'll need to go into the game folder and run iwar_start, yellow icon.
If all goes well you should see the intoduction video, enjoy the video, aftwards it should come up with the Bink Video logo, if you press escape you should now see the 3Dfx logo and you'll notice the cursor has now changed. It should now be working.
Make a shortcut to your desktop to iwar_start.exe as you'll need to use this each time.
If it doesn't work, I downloaded and copied the 3DfxSplashDlls and D3DRM dlls from dgVoodoo into the Windows/sysWOW64 folder.
I did this when I was testing things and did not change it back, unsure if it made a difference or not.
