Stuck in theme park

I am stuck at the theme park I have to become someone misserable but the Bull guy is gone and the option to become him in the mentalist dialogue menu is not present i think the game is messed up beyond this...

i allready gave him the envelop and ring for his girlfriend and he left the theme park only his bull head is still there, does he come back???
