NEVER Spam an Attack-All or AoE skill in a battle with a single enemy. You're just wasting SP.
I use Sky Dragon Slash ONE time in this battle. ONLY ONCE. And that's just because I like to kill the boss with the biggest skill.
This is an EASY FIGHT.
Zera Valmar, in Hard Mode, has major stat increases, but no difficulty increase. He has probably double health from normal mode (I estimated 80,000 to 90,000--maybe even 100,000 HP). Magic Attack is massively increased as is Action speed. No matter how fast you are, you will not have the first attack--Zera will hit you first and probably for half health of your characters.
Still, he's as easy as he always was--Millenia and Spellbinding Eye every second turn.
Yes, every SECOND turn.
Use Baobab fruit or full SP potions as necessary on her (and Ryudo for damage dealing). Ryudo should attack with Flying Tenseiken--not with Sky Dragon Slash. SDS is All Enemies, Zera is ONE enemy. FT and SDS do the same damage to a single enemy (maybe FT does 100 damage less, but it's not worth the extra 53 SP.
Elena is on potion duty. If you keep Spellbinding Eye up for Millenia's first and every other attack, you'll only get hit once and never need to heal.
I used:
Spellbinding Eye, Grudging Claws, Spellbinding Eye, Grudging Claws, etc., etc.
(Grudging Claws is One Enemy, Wings is All--we only need to hit one so save your SP.)
...all while Elena tossed Baobab Fruit at her. Ryudo recovered himself as needed (had 320 SP so he could do Flying Tenseiken 10 times before needing a potion (that's 40,000 to 45,000 damage vs SDS three times with the same SP for 12,000 to 15,000 damage), and I'd have him use the potion on himself when he needed it.-and yes, I needed it on Hard Mode--Zera has MASSIVE HP.
The true boss fight in this game is Valmar Core--not Zera. This is sort of like "I destroyed the Mecha/Tank/Whatever that the kid was piloting, now I just need to spank the kid."
I fought this twice on Anniversary Ed. Hard Mode so far. Got Ba-Boomed in the first fight and took no further damage. Elena took a Crackle in the second fight and I took no more damage. Used No healing skills in either fight--only SP Recovery items.

Basically you want to make Zera pay attention to Ryudo so Millenia can get off here Spell Binding Eyes Move. After that you can focus on getting his ACT down to -5 while he is stunned. After that Spam SDS like no tommorow. Casting WoW on Ryudo will further power up SDS.
Make sure you give Ryudo an egg with good healing/buff spells for backup. I used Fairy. Also remember his Tenseiken Slash is Immediate at Max Level. Ba Boom and his Stat buffs are the ones you really want to stop tho.
Decoy: this will keep GadZap and Poison off the girls. Just make sure you evade away from them so they don't get caught up in the poison. The posion itself isnt bad, but it does interuppt your movement on the IP bar.
Move Recover: So you can spam Sky Dragon Slash Quicker.
Skilled Item use: Great for when you need to give recovery/revive items to the girls.
Speed: Boost your AGI so move across the IP bar quicker. Don't confuse it with Dash which makes you physically move fatser.
Life Up and Mentality will help to keep you alive.

Elena's job will be healing and attacking with Crackle/Crackling or Quake. Also remember her special move "Droplets of Life" remove all status abnormalities.
Magica Esoterica: Add's cancel effect to single target spells. Great when Zera is on the red section of the bar and it's her turn.
Magic Recover: After casting a spell you won't be knocked all they way back to the start of the IP bar.
Various Chants: this setup causes Healing and Blizzard spells to take priority over any other action on the IP bar.

Millenia's job is simple. Immobalize his IP movement with her Spellbinding Eyes. Next use her Heel Crush to debuff his stats down to -5. He won't zip along the IP bar as fast now. After that you can use your most powerful spells on Zera. She will be able to instacast most of her offensive spells with that setup.
I personally used the Gravity Egg on Ryudo simply because he needs a backup plan if he runs out of SP and giving him some offensive spells can help out if you're waiting for an SP heal.
Who the hell uses Magic this late on in the game anyways? Maybe Millenia but Elena's White Apocalypse is so freaking OP that she doesn't even need magic. I understand if you're out of SP but really Magic should be a secondary option, Moves > Magic late game (aside from buffs of course).
As for Millenia, that's pretty much the best strategy really... unless you want to add to the damage dealing or use cold to slow him down quicker.
Millenias Setup on that Picture got +150% Explosion, + 150% Fire, +100% Lightning, +100% Earth and + 50% Wind DMG. Explosion and Fire are overstacke, Zapfire and one of the Explosion boosting Chants are useless.
Adding in Speed or Magic Recover would make a way better deal here.
My chars lv 61 .
Every char 1 life up equip and Millenia 2 times (she had over 5 k Hp Ryudo and Elena 4,7).
Ryudo and Millenia had the + 50 Agi stat
Ryudo 2 times Strength + 50 and 2 times Fighting Spirit
All 3 chars had something equipt for auto liefe reg (Ryudo all 4 sec 140 Hp)
Ryudo : Hero´s Cuirass (Soul of Azura for 2 extra hits)
Elena : Angel´s Ring
Millenia : Loving Ribbon
Use Spellbinding Eye and its over.
After this spam Demon Ash or if you dont have this, use Millenias Heel crush.
Stomp all his stats to -5.
After this buff Ryudo wirth WoW and speedy to + 5
And kick Zeras ass.
Every time he comes out of the stun use again spellbinding eye.
His Ba Boom Magic does maybe 1200 dmg.
The Hp of the chars reg to full in the time he is in the stun (doesnt need 1 time heal spells).
If Milleniaas SP runs out use something for Sp restoration.
Done.... better?
I spammed it for the same reason as you did, you can spam flying tenseiken but what's the point? In any case once you run out of SP you only need like 2 golden potions to ko him anyways, in the mean time just use speedy or something. I can easily say that Sky Dragon Slash is the most spammable move ever, I also saw a video on youtube of some guy doing 5000 damage with flying tenseiken and 6000 with Sky Dragon Slash with no buffs, so it's stronger. With your logic I may as well just use regular attacks. Sure I could use Flying Tenseiken but it would make little differrence.
Now let's say you recover the SP with Elena. Let's say she deals about 3k DMG per Turn. So you would get up to a sum of:
3 Sky Dragon Slashes = 18k
+ 2 Attacks of Elena = 6k
+ 1 recovering turn of Elena= 0
That's a total of 24k and Zera was able to move.
If we now change it up a bit:
3 Flying Tenseikens based on 5k DMG = 15k
+3 Attacks of Elena based on 3k = 9k
=24k DMG and Zera was unable to move...
Wait what?
Yes. Secondary Option is the better one.
+ Tenseiken Slash costs 48 SP without the Granasaber, on that level you should be able to use it atleast 6 times
6*5 = 30k which is close to all the HP Zera has.
So you don't even need to recover SP once while you can attack with all of your characters.
And it uses 2.5x the SP. So 40SP for 5k + 40SP for 5k + 40SP for 5k is 15,000 damage for 120SP. SDS is 99SP for 6,000 damage.
If needing to hit multiple enemies, use SDS. Zera Valmar is 1 target. Conserve your SP and get 2.5x the damage for only 21 SP more.
Or another way of putting it, over 5 turns you use 495SP for 30,000 damage with SDS. Flying Tenseiken nets you 30,000 over 6 turns, but only uses 240SP. So you take 1 turn more to hit the 30K damage point, but you use less than half the SP.
Oh. that extra turn? Well it took that anyway with SDS..because you had to use a turn to use a potion to restore SP. Ok, it STILL took you 6 turns to do that 30k.
