I would recommend a hybrid strategy for you, based mainly on AoE damage with a little control mixed in. I would not bother with Sleep outside of maybe once early in the combat.
Set up Millenia for magic damage. Ideally this involves Burnflame plus 1-2 of the fire chant skills. Zap! with Zapflame Chant is an acceptable alternative. Her job is to spam AoEs on the Eye.
Set up Roan for utility. If you can do it, you want his skills to be Skilled Item Use, Item Recover, and Speed, all maxed to 5 stars. Give him a Bond of Trust. His job is to use Items for healing, status removal, and SP/MP recovery, and he can use the Bond of Trust to speed up someone else (ideally Millenia) whenever there's nothing more pressing for him to do.
Set up either Mareg or Ryudo for physical damage, whoever has the more powerful special move available (if you have SC after getting the skills, Mareg's Beast King Smash is ideal). His job is to focus down one of the Eyeball Bats ASAP to kill Delta Attack, and then to start wailing on the Eye itself. You should seriously consider having Roan buff this character with a Battle Manicure early in the battle.
The last character is your utility. Give them the Holy Egg with both Snooze and Fiora learned. Their job is to help with suppressing Delta Attack until you get an Eyeball Bat killed, and to land Move Block on both Left and Right Tendril as quickly as possible. After that, they can chip in with whatever healing or damage seems reasonable.
edit: Also, buffing and debuffing can be extremely powerful in this game. Move +5 gives you perfect evasion against normal attacks as long as you aren't acting (or in hitstun). Defense +5 is a sizeable reduction in damage, Attack +5 is a comparable increase in damage, and Act +5 is a major speed boost. Move -5 will complete prevent enemies from moving, making it hard for them to do normal attacks, and the other debuffs work inversely as you'd expect. If you're continuing to struggle, consider adding some of this into your approach.
