Use substance designer for 2D textures, to use in sprites?
Can we use substance designer for 2D textures, to use in sprites?

Substance Designer make 2d-textures, so yes.

Can you create 2D textures using Substance Painter too? Because I also feel like buying Bitmap2Material
I dont know what you mean by sprites. If pixel art, then you better go with Photoshop, because there are no pixel art tools in Painter. But if you mean stuff like leaves or grass then maybe it could be useful (and even then you could still use Photoshop, or B2M if you need normal map, roughness etc)

Designer is good to make procedural textures, and Painter is primarily 3d model paint software.

You make textures (materials) in Designer, and in Painter you only apply them to model. You can of course manually paint them too, using brush or decals.

Yes can make textures with Substance Designer that can be used for 2D games.

It really depends on what you are askin

Are you looking to make character sheets then Designer is not the best tool
Backgrounds and such then you should be good but again there are better cheaper tools for such things
