How do you overlay a video into specific spots and picture the current frame?
Now I need to place a video/picture into a certain spot atop of the main video. Also, is there a picture current frame option?

Create a new video track above the main video (right-click on the main video on the info section on the left-side then you can insert new video track, or alternatively use Ctrl + Shift + Q), then use the pan/crop plugin to resize and move around the overlaying video accordingly. By default that plugin is added to video media (click on the "Event FX" icon on a video media to access it).

For your picture-current-frame question, I'm unsure of what you mean.

If what you are asking is basically "how do I put a picture/video on top of another picture/video, then simply place your secondary picture/video on the "video overlay" tab. Afterwards, Click on event pan, this is normally located at the bottom corner at the end of your clip, then change it however you like.
The intended tool for picture-in-picture is the Track Motion tool, not Event Pan/Crop. The Pan/Crop tool does allow one to achieve a similar effect, but it requires more steps and would need to be applied to all clips separately.

Track Motion allows you to put the video track itself in a particular place with particular dimensions. After aligning the track where you want it, all media you add to that same track will automatically comply. It saves a LOT of time and effort in the long run.
