Report a translation problem
There isn't a rotation feature built into the Cookie Cutter plug-in itself, but it is still possible to use the tools in Movie Studio 13 Platinum to blur out a rotating object. The process involves using Movie Studio's compositing features to create what's called a "mask" which can be moved, rotated, or otherwise animated to cover whatever part of the video you need.
Rather than trying to explain the details of this process in writing, a colleague of mine has recorded a short animated GIF that gives a quick walkthrough of the basic process. Once you create the blur mask, it should be fairly straightforward to animate it to suit your needs.
