hold Ctrl key , then Left mouse button , drag right end of clip to stretch , slow or faster .
4x max speed up , .25 max slow down .

That is editing clips, I want to know how to change the play rate inside the movie studio platinum program so i can better line up certain shots with music queues and the sort.

menu :
File-->Project Properties can change the entire projects plyaback rate ,to something slower.
not sure if that will help .

there is no fancy audio Sync FX effect , that i am aware of .

if i need to sync audio , i want to see the audio wavefrom on the time line , and i
Heavily
Zoom in on the time line with the mouse scroll wheel .
i think , audio clips can be moved without snapping , so very precise placement is possible .
i might need to cut the audio clips , to get the best audio placement
if you have a serious sync issue , it could be a long winded process .

the only magic audio sync i know of is in Hitfilm Pro , but that most likely isn't what you need .
this is used with a camera's mic ( low qualty audio ) and using a high quaity external mic .
the video with audio , and the external audio , all 3 are imported to the Hitfilm time line .
Hitfilm will compare both audio wave forms ( to sync with ) and replace the camera's
mic audio the the high quality external mic audio .
( another form of "Signature Analysis" )
This assumes the camera's audio was originally recorded "in sync" , while the
external mic audio will most likely be out of sync .
ie :
the camera and external mic are both "rolling\running" , but they are Started\turned On
at different times ,... that will always cause the inherent out of sync issue with the external mic .

for audio that is just "out of sync" , you will need to grind the Time Line , as noted above .
