my best guess would be that they increase the likelihood for a rune to drop? that is, if before there were e.g. a 1% chance for a rune to drop, with each family perk it's now an additional 1% chance, for a total of 2%?
Personally I find these perks to be kinda hit and miss. Some of them are pretty good some of them are kinda mediocre. In terms of your average power level they generally don't increase it nor do they decrease it. It really just increases the pool, more variety but no real objective benefit.
Unlike the other family perks these are more just flavor than actual power.
