Of course, all members of the tribe I mean everyone who is an enemy combatant - children, civilians, cattle and chattel do not count so you can ignore them if you want. You'll miss out on experience, sure, but that is something to keep in mind.
- EDIT/ADDENDUM -
As for more specifics, well obvious if it's a unit with either flying or speed it might be either outrunning you or somewhere you can't reach. If you're indoors, a source of night vision will help greatly as you will be able to see further. Likewise, telepathy will help in general as that allows you to detect enemy units without needing direct line of sight.
If you're outdoors and there's trees, your options are either fire or a source of elf vision. And of course, the Shapeshifter is technically the leader of a tribe. You still have to kill the rest of the enemy combatants on that particular level. The verbiage regarding that requirement is not clear, I will admit.
Unless I'm wrong about that, in which case I'm remembering wrong but then again I'm pretty sure I'm not given my track record regarding this game. But there's only one way to find out and that's by putting this theory to the test.
Wonder whose homework that'll be.
