How to craft a magic weapon? and armor?

I have done the research on magic weapon, but I don't see any way to enchant any weapon.
How do I do that?
I remember having looted some weapon scrolls, but they all seem to have been used by my minions without asking.

Regarding armor, I had an armor to be enchanted (ie, crafter with a gem on a slot), but no one will work on it.
I have an insane gobelin crafter (with crafting 90). I am pretty sure he was marked as legendary crafting skills on recruitment, but he doesn't seem able to work on it at all.
What did I miss?
