Also, gold in the bank does nothing (except for attracting bandits). You have to spend it on statues, which increase your population by 1, or a throne, which increases your population by 8.
Base is 10, with a pig farm of sufficient size you can raise it to 14. Then statues (300 gold each) raise it by one a piece, and a single throne (800 gold) can be built to add ten more, once you've defeated at least one 'major villain'.
If you're under the population cap, minions will wander in over time.
Also you can recruit them if you've made contact with friendlies, or at least with greenskins or harpies.
