Sonic Heroes is supposed to be a new launch right now at Steam. The Sonic Heroes CD from 2004 does not go with my PC because there is always running the game: Log in with the administrator rights and try again! Is my favorite Sonic game Sonic Heroes there should be a re-launch.

Use HD mod. It seems you have problems with DRM and it removes it. And you'll be able to play in HD as a bonus.

Does this fix the whole issue of not being able to start it up? I'm unsure of what you meant by the whole "DRM and removing"

DRM is anti-piracy software. It could cause problems. So yes, probably.

If I remember right, my Sonic Heroes game uses Safedisc, and if you use Windows 10 or a fully patched Vista or above, you won't have the secdrv.sys driver.
For Vista through 8.1 it can be easily re-enabled but for 10 it involves messing around with test signing (luckily there is no anti-tamper on the driver).
