Icons in upper-left corner?

What do the two icons at the bottom of the UI in the upper left mean? One looks like a paintbrush or broom, the other like a paint roller.

The broom is the cleanliness level, so if there is trash/puddles. The paint roller is the decoration level, visitors care about the decorations and the amount you need changes based on star level.

Hi.

Does it mean that if the fulfil llevel is high, you need to clean or need to put down decorations?

I dont think I understand. However, the broom icon if it has any white making a circle on the boarder, it means there is trash/puddles needing to be cleaned (fairly sure it counts buildings with a clean level below 50% also). As for the paint brush, you want to fill up the white circle as much as possible by using buildings in the decorations tab.
