Can’t get more than 55 people in park
I am maxed out at level 5, I have tried adding more items, tons of loungers and pools, decoration, etc, and no matter what, I can’t get more than 55 guests in. I have hired 2 ticket employees, I have even taken water slides away, I have stayed at the ticket counter myself to do the ticketing admission, and if the employees do it, they get around 42-47 in (with 2). I pass out 18 flyers or more and I did posters too.
Is there something I’m doing wrong? It says I can have up to 100 guests.
Also, the speed for tickets is way too slow. Guests stand there and stare at your for a good 3 seconds before you can even ring up the next ticket.

Also, to only be able to have 3 pools within each tier is boring. There’s not enough items. More fountains, more slides (there’s less than 20). It would be very simple to import basic waterpark items if it’s that easy with other games using Blender and what not.

I don't think this will make a big difference, but putting up posters around the neighborhood will help a bit, if you haven't tried it already.
Passing out fliers may bring in a few extra guests, too.
Are you using older tier items? That's all I could think of maybe.

I hired 2 ticket cashiers, 1 janitor, 1 lifeguard, 1 maintenance, 1 restocker, and two vendors (which I changed out for lifeguards or janitors later). I have them all level 3.

I've been doing the vending because the vendors haven't counter to the achievement. I don't know if that's a bug or not.

Most guests I've had is 97, and that's just with posters up, not handing out flyers.

I really haven't sold tickets to anyone even with 1 cashier. I hired 2 just for when they go on break.
Check your settings, there is an option for how many guests can be in the park at once (under graphics)
In my park.... I had to trap the guests. Blocked off a small portion of my park just inside the entrance. Put a single pool, surrounded by small slides and diving boards. Place a wall at the entrance of the pool so people can't get out.

After that, sprint into guests to push them into the pool. (Don't right click to push cuz it can upset them, but sprinting into them can push them without making them upset)
Push everyone into the pool. They can never leave. With guests coming in, but never going out, the number only goes up. That's how i got the 100 guests in my park.
