How do you conquer the galaxy?
Despite having effectively infinite resource points and all techs unlocked at the moment, territory gets "recaptured" almost immediately after I leave it. So it's a pain to get the conquest achievement.

I've tried using production bases to spam ships, but the AI just makes the ships it around the base and not actually... go out and do stuff, like conquer territory.

Is there any way to conquer the whole map, aside from the tedious method of going to each and every map tile, and spawning an outpost, for the hundreds and hundreds of tiles on the map?

Not that I'm aware of. I've been towing a massive solar barge behind my flagship to let me spam stations. If you can get your ship to accelerate very quickly somehow you can fling clusters of stations at high speeds as soon as they release from their factory, which is good for covering empty space fast but obviously puts them at risk of being instantly destroyed if there's enemies nearby.

What appears to be recaptured territories, I believe is just an indication of what non-friendly units exist in your territory. I've seen sectors change color to a couple flies fleeing into my territory before, but they clearly did not have superior numbers or fleet stats.

...I would assume so.
I'm not exactly sure how the uh, "The Contestants" or whatever they are, propagate, but if you simply clear factory wielding and other more dangerous units out of sectors, and drop an outpost that can spawn factory holding units every few squares, that would likely deal with most of the map.
Of course, the more frequently of such an outpost you spawn, the faster you'd likely succeed in your goal...
Also, if your outpost has R generation (Tinkrell or Farmer), it would likely be even faster.

Basically, you could probably clear out the entire map yourself, or you could only spawn things to do it for you, or somewhere inbetween.

This seems to happen if there are no enemies or resources lying around to play with, kind of like the starting zones.
Honestly, you might have more luck being the resource generator and just spawning offense focused weapon platforms to vaporize sectors for you...

But make no mistake, that regardless of how you plan to do it, your endeavor will be "tedious".

I conqured the map with a few different races. The farmers are the easiest, I have found. Just create farms that spawn more farms and an overpowered defensive ship. Travel through every sector spaming your build que. With other races you need different strategies. What makes it really hard is the flies and living plants. With one race I just made large ships I named razor blades. They were pure melee and I would fly them through land masses and building and ships without stoping. Quite satisfying.
