Yes, the VA is Vergil himself apart from the looks.
He does the voice and mocap for Vergil.

Looks? I haven't really seen DMC4SE Vergil up close, but he should look like Dante from DMC4, right? I mean, they're twins and all. And looked the same in DMC3.

What i meant is that the voice actor is Vergil, he just doesnt look like him.
Everything you see Vergil doing and saying in the game is done by the voice actor.
He does the motion capture and voice for Vergil.
