Set your sound card to 24 bit 44.100 khz
Update your drivers.
I read that realtek sound cards have issues with Windows 10, but they were supposed to be fixed.
is there a thread anywhere that explains this? I had no clue sound cards had issues with w10.

But like I said, it was supposed to have been fixed.
its strange cause the last time i played this it worked no problem but i had to get a new harddrive since then. if anyone has any other ideas on how to fix this please let me know.
really sounds like i shouldn't have bought any of the DMC games on PC
